Refillable amenity dispensers in guest bathrooms: keeping guest trust and controlling cost

Refillable dispensers are replacing miniature bottles in hotel bathrooms, and from 1 January 2030 the EU restricts single-use toiletry packaging intended for an individual booking in the accommodation sector (see our guide to the miniature ban). The products are simple. What decides success is guest trust and the housekeeping routine behind them.

Why some guests distrust dispensers

An opinion piece on Hospitality Net sums up the concerns: guests wonder whether a previous occupant tampered with the product, and sticky bottles or dirty pumps end up in reviews. The author recommends hospitality-grade, lockable dispensers checked at every room clean. In practice, three things reassure guests:

  • A dispenser that cannot be opened without a key or tool.
  • A clean pump and a bottle that is never almost empty.
  • A recognisable brand or scent, the same as the rest of the property.

Lockable or open systems

System Strengths Watch out for
Lockable wall bracket with bottle Tamper-resistant, bottle swapped when empty, little mess Drilling or adhesive fixing, bracket cost
Free-standing pump bottle on the vanity No installation, easy to move Can be opened or taken, needs daily check
Refillable cartridge systems Clean refill, consistent dosing Tied to one supplier's cartridges

A refill routine housekeeping can follow

  1. Check at every room clean: level, pump, outside of the bottle. Replace below a quarter full rather than topping up in the room.
  2. Swap, do not top up, when you can. Full bottles swapped in the room and refilled in a clean back-of-house area keep the process hygienic and quick.
  3. Date the bottles so the oldest stock is used first.
  4. Clean pumps weekly and replace them when they stick.
  5. Keep spares on each trolley, so a room is never left with an empty dispenser.

Keeping a premium feel

Dispensers do not have to look like a budget choice. Matching bottles for shampoo, conditioner, body wash and hand wash, a consistent label and a scent shared with the lobby or spa all help. In suites, spas and on yachts, some properties keep larger glass or ceramic bottles refilled by the team.

Comparing cost per occupied room

The useful comparison is the cost of amenities per occupied room, not the price per bottle. Count the product used per stay, the bottles and pumps replaced, and the housekeeping time spent refilling. Do the same for miniatures, including the many that are opened and thrown away half used. Ask suppliers for the content per bottle and the expected number of uses, then test for one month in a few rooms before deciding for the whole property.

When sealed products still make sense

Some situations may still call for sealed items, such as guests who request them or specific spa treatments. Annex V, point 5 lists no exception, and the Commission FAQ of August 2026 notes that the regulation does not exempt miniatures offered on request. Wait for the Commission guidelines on Annex V, due by 12 February 2027, before planning around exceptions.

Where to find dispensers and refills

Compare dispensers, refill bottles and matching ranges from several suppliers in our bathroom and amenities collections, and housekeeping trolleys in housekeeping. Yachts and private aviation have their own constraints: see yacht interior supplies. Need several properties equipped at once? Send a quote request.
